  • NIB has signed a 10-year financing agreement with UAB Grinda of up to EUR 36 million to support investments in Vilnius’ stormwater infrastructure during 2025-2030.
  • The programme will expand and modernise the city’s stormwater management system, helping to strengthen climate resilience and reduce flood risks.

The investments will include the expansion of stormwater drainage networks, reconstruction of deteriorated pipelines, installation of new stormwater treatment facilities, and acquisition of equipment for stormwater network operation and maintenance. The NIB-financed investments form part of a broader investment programme under which Grinda plans to invest EUR 81 million in the development, reconstruction and modernisation of Vilnius’ stormwater infrastructure during 2026-2030.

“This is the largest stormwater infrastructure investment programme since Grinda assumed responsibility for the network in 2014. Drawing on a decade of data, extensive studies and the city’s Stormwater Master Plan, we have identified the areas most vulnerable to flooding and developed targeted solutions that will help reduce flood risks, modernise ageing infrastructure and strengthen Vilnius’ resilience to increasingly intense rainfall events,” said Jonas Davidavičius, CEO of UAB Grinda.

“Investments in stormwater management are essential to strengthening cities’ resilience to changing weather patterns and increasingly frequent extreme rainfall events,” says André Küüsvek, President and CEO of NIB. “The modernisation and expansion of Vilnius’ drainage network will help reduce flood risk, protect public and private assets, and enhance the urban environment.”

A significant share of Vilnius’ stormwater infrastructure was built before 1991 and is approaching the end of its service life. At the same time, only a limited share of the city is covered by centralised stormwater systems, highlighting the need for continued investment in network expansion and modernisation.

The investment programme will modernise and expand drainage networks across a 2,400-hectare catchment area in Vilnius and significantly expand the city’s stormwater infrastructure capacity. The upgrades are expected to strengthen urban flood resilience, reduce the impacts of flash flooding, and protect municipal infrastructure and private property from flood damage. The investments will also help improve service continuity during heavy rainfall, supporting the operation of roads, businesses, and essential services.

The project will also support improved surface water and stormwater management through infrastructure upgrades and selected nature-based solutions aligned with the city’s climate adaptation plans. Water quality is expected to improve through enhanced monitoring and increased stormwater capture, helping to reduce pollutant loads to receiving water bodies.
