Project
UAB Grinda, a municipal infrastructure company owned by the Vilnius City Municipality, is responsible for the operation, maintenance and development of the city’s stormwater system.
The company’s 2025-2030 investment programme aims to modernize and expand Vilnius’ stormwater infrastructure through the expansion of drainage networks, reconstruction of deteriorated pipelines, installation of stormwater treatment facilities, and acquisition of specialized technical equipment.
The programme will reduce flood risks and flash-flood impacts, protect public and private assets, improve service reliability during extreme weather events, enhance water quality, and support long-term climate adaptation and environmental objectives. Overall, it represents a strategic shift from reactive maintenance towards sustainable infrastructure modernization.
Fulfilment of NIB’s mission
Productivity
The investment programme will modernize and expand drainage networks across a 2,400-hectare catchment area in Vilnius and nearly double the company’s stormwater asset base. It will reduce flood-related damage to municipal infrastructure and private property, thereby lowering repair costs and service disruptions. The investment will also improve service continuity during heavy rainfall, helping to keep roads, businesses, and essential services operational.
Overall, the project’s benefits are primarily derived from safeguarding existing assets rather than generating new productivity gains.
Environmental
The project will improve surface water and stormwater management in Vilnius and increase resilience to future climate-related hazards.
Water quality is expected to improve through enhanced monitoring and increased stormwater capture, reducing pollutant loads to receiving water bodies from surface runoff and flooding.
Sustainability summary
No negative environmental impacts have been identified, and necessary permits have been issued.
