Project
The loan will co-finance the construction of four new buildings, with a total project cost of SEK 1.110 million, of which the NIB loan covers 50%. This is the third loan NIB has agreed with Vacse AB for developing and constructing BREEAM certified properties in Sweden. The first loan was in 2019 and the second in 2021.
The first project is the new head office for Boverket, the Swedish National Board of Housing, Building and Planning. The new building in Karlskrona will be certified according to BREEAM Outstanding, Well, and NollCO2. The building is constructed by Skanska and will have energy class A. The total project cost is SEK 265 million, and the expected completion is in May 2025. The lease contract has a maturity of 6 years.
The second project is the new building for the District Court of Borås. The new building will be certified according to BREEAM Outstanding and will also have energy class A. The building is constructed by Skanska, and the total project cost is SEK 330 million. The expected completion is in May 2025. The lease contract has a 15-year maturity.
The third project is the new municipal building for Enköping municipality. This building will be certified according to BREEAM Outstanding and will have energy class A, as well. The building is constructed by Skanska, and the expected completion is before the end of 2025. The property is rented to the municipality with two different contracts: one covering 80% of the area with a 20-year contract and the other with a 10+10-year contract for the remaining 20% of the area. The total project cost amounts to SEK 270 million.
The fourth project is the new building for the District Court of Norrköping. The building will be certified according to BREEAM Excellent and has energy class B. The building was constructed by Serneke, and the total project cost amounted to SEK 245 million. The project was completed in May 2024. The lease contract has a 20-year maturity.

Productivity
The new buildings offer modern, flexible workspaces that boost operational efficiency and expand capacity. They are designed to reduce energy consumption, bolster security, and integrate new technology. By replacing outdated facilities, these premises will streamline critical public services and optimize logistics. Moreover, the advanced digital environment and scalable infrastructure will support a growing workforce.
Environmental
The first three projects are NEB-eligible. All projects align with NIB’s climate target for real estate. No protected areas are identified close to the sites, the closest nature reserve, Rya Åsar, is 3 km away from the district court of Borås.
