Project
The uncommitted credit facility has been provided to the Municipality of Trondheim to finance its investment programme for 2026–2029.
To accommodate population growth, Trondheim is scaling up infrastructure investments. The programme comprises projects within kindergartens and schools, healthcare, and water and wastewater infrastructure.
The borrower, the Municipality of Trondheim, is Norway’s third-largest municipality.
Fulfilment of NIB’s mission
The municipality’s population is growing, and investments in the education sector focus on kindergartens and schools to increase capacity and refurbish ageing facilities. Approximately 85% of the planned education investments are related to Smelteverket Ungdomsskole and Tonstad school. Smelteverket Ungdomsskole is a completely new school project scheduled for completion in 2031. The Tonstad school project comprises both a new building extension and the renovation of existing facilities.
The municipality’s healthcare investments focus on nursing homes and assisted living facilities, reflecting the growing demand for elderly care services. The largest projects are Søbstad Helsehus and Heimdal Helsesenter.
In addition, the municipality is undertaking significant investments in its wastewater and freshwater network to address ageing infrastructure, regulatory requirements, climate adaptation needs and future population growth. Planned measures include pipeline renewal, separation of combined wastewater and stormwater systems, upgrades to pumping stations and treatment facilities, and network extensions.
The planned projects include the rehabilitation and new construction of kindergartens, schools and care facilities such as elderly centres, with the majority of investments focusing on new construction.
The projects involve the upgrading and expanding of the wastewater system to accommodate population growth and climate adaptation needs. Planned measures include separating wastewater and stormwater networks, renewing and extending pipelines, and upgrading pumping and treatment facilities. Between 2026 and 2039, approximately 26,600 population equivalents (PE) will be connected to or benefit from improved wastewater treatment.

Sustainability summary
The project is in line with the Bank’s Sustainability Policy. No significant sustainability concerns have been identified. The wastewater activities are considered eligible and aligned with the relevant EU Taxonomy activity. The Municipality of Trondheim will ensure that all necessary project-related permits are in place.
